A secret memo, published by NBC News Monday, claimed that the U.S. has the legal authority to kill an American citizen if that person is believed to be a senior member of al-Qaeda or an associated force.?
The memo also said the U.S. has the legal authority to carry out targeted killings even if no "specific attack" against the U.S. will take place in the near future:
?The condition that an operational? leader present an ?imminent? threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future."
The U.S. in 2011 killed?Anwar al-Awlaki, an American citizen and al-Qeda leader, in a drone strike in Yemen. Samir Khan, an American citizen and the editor of an al-Qaeda magazine, was also killed in the strike.
