One common question I get when manning a portable telescope on the sidewalks of Flagstaff is: how do you know where to point that thing? Fortunately, the objects I typically show ? like Jupiter, the Orion Nebula, or the Pleides ? are pretty bright and I can get them by eye or even from memory for some of the fainter objects. But that?s not going to work for the vast number of much more distant and fainter wonders out there. It?s a really good question: if you had to chart the night sky, how would you even begin to make sense of it all? With no landmarks to speak of, mapping the byways of the celestial sphere is a formidable challenge. Without some formalized system, astronomers would have to resort to identifying where stars are with arcane instructions like ?see that bright star? no, not that one, the one next to it. now go about a hand?s width to your left and find those three faint stars in a row. follow those until you see the pair of stars and then just to the left is?.? such a system would clearly become quickly cumbersome for all but the brightest stars and most routine of observations. So how do astronomers know where to point their telescopes and begin to map the inky blackness of space?

There are actually a number of ways to divide the sky into standardized reference points but the most common is known as the ?equatorial coordinate system? which just means that we use the Earth?s equator as a starting point. Imagine that the night sky is actually the inside of a gigantic black sphere that encompasses our planet with the Earth sitting right in its center. The stars can be thought of as points of light attached to the inside of this sphere ? a concept not far removed from how the heavens were once thought to actually work. Now imagine a ridiculously long pencil with its eraser end firmly rooted on the Earth somewhere along the equator and the lead touching the celestial sphere. As you spun the Earth around, the pencil would trace out a line on the inside of the sphere, a line that would be directly over the Earth?s equator. This line on the sky is what astronomer?s refer to as the celestial equator. It?s simply an abstract extension of the Earth?s equator into space, neatly dividing the celestial sphere into two halves: a northern half and a southern one. If you could actually see this line on the sky, it would appear quite different depending on where you were on the Earth. Standing at the Earth?s equator, you would see a line rising up from the eastern horizon and going right up over your head and sinking back down in the west. Were you to travel a bit north to say somewhere in Europe or North America, the line would still be anchored to the eastern and western horizons, but it would arch up in the sky to the south of you. As you moved further north, the line would get lower and lower in the southern sky until, standing at the north pole you wouldn?t see the line at all. It would completely encircle you, sitting right on the horizon. But now, standing at the North Pole, you have another reference mark to add to the sky. If you could now add a dot to the celestial sphere directly over your head, you would mark what astronomers call the North Celestial Pole. It is an imaginary point in the sky that sits directly over the Earth?s spin axis. If you traveled to the South Pole and did the same thing you would mark the South Celetstial Pole.

So now we have three reference points in the sky: the Celestial Equator and the two Celestial Poles. To locate how far north or south a star is, we can further divide up the sky in a manner exactly analagous to lines of latitude on the Earth. Much like latitude tells you how many degrees north or south of the equator you are on our planet, these celestial latitude lines measure how many degrees north or south a star is from the celestial equator. That number is what astronomers call a star?s ?declination?. By convention, stars north of the equator have a postive declination while those to the south have a negative number.

To precisely measure a star?s declination, astronomers divide the sky between the equator and each pole into ninety degrees, just like lines of latitude. A star with a declination of zero degrees sits exactly on the celestial equator. A star with a declination of ninety degrees sits right over the Earth?s north pole and one with 45 degrees sits halfway between the two. To be more precise, each degree is divided into sixty increments called arcminutes and each arcminute is further divided into sixty arcseconds. This lets us be incredibly precise about measuring the positions of objects in the sky. To give you some idea of the size of these numbers, your fist held at arm?s length covers about ten degrees on the sky. The full moon subtends roughly half a degree. An arcminute is the same as width of your index finger seen from about 70 meters away; an arcsecond is that same finger at a distance of over four kilometers.

Knowing a star?s declination not only tells you where it is in the sky, but can tell you something about what?s visible from different vantage points on the Earth. Stars with declinations close to your latitude will always appear to pass high in the sky at some point during the year. For example, the brilliant red star in Orion?s shoulder ? a supergiant named Betelgeuse ? has a declination of +7 degrees, 24 arcminutes, 25 arcseconds. Observers at a latitude of near 7 degrees north will see Betelguese pass high overhead in the early evening of late winter. Those further to the north or south will see Orion?s shoulder sitting closer to the horizon. This bit of knowledge can also be helpful for navigators at sea. Since a star?s declination is the same as the latitude that it passes over simply looking up can tell you how far north or south you are. Armed with a detailed star atlas, identifying what stars are passing overhead and then looking up those stars? declinations will let you determine your latitude.

While this may seem like a pretty simple and straightforward way of locating stars on the sky, it?s actually fraught with some subtle complications. One problem is that where the earth?s equator intersects the celestial sphere is not always the same! Our planet does more than simply spin on its axis and orbit around the Sun. Like a spinning top that has started to slow down, our planet also wobbles. That is, where the north pole of our Earth points changes over time, slowly tracing out an enormous circle in the sky once every 26,000 years. Astronomers refer to this as ?precession?. This has a number of effects not the least of which is our supposedly fixed reference system ? which is tied to the Earth ? is always drifting across the sky. The change is small and completely unnoticeable to the casual observer over many human lifetimes. But at the precision astronomers need to find distant celestial beacons, it makes a huge difference. So astronomers have come up with a fix and that is to tie the coordinate system to a specific year ? referred to as the ?epoch? of the coordinates ? and then adjust the coordinates depending on how long it has been since that epoch. The most popular epoch in use for current celestial coordinates is the year 2000. That is, when looking up a star?s coordinates, you will generally find what the star?s coordinates were 12 years ago. One then needs to make a small mathematical adjustment to account for the amount the Earth has precessed since then. Fortunately, computers are fantastic at doing that for us.

Having a coordinate system is a great first step, but it?s not much help if you can?t locate all these coordinates on the sky with ease. Fortunately, telescopes come equipped to help with that job. Amateur telescopes ? and some older professional research observatories ? come equipped with what are called ?setting circles?. This is just a circle around each axis of the telescope marking off degrees in declination, for example. When properly calibrated and aligned, all one needs to do is move the telescope until a smaller pointer is aligned with the declination you?re seeking and you?ll be pretty close to where you want your telescope to point. Modern research telescopes come equipped with advanced computer algorithms which take care of all this messiness behind the scenes. Sitting at a computer console in a warm control room, the astronomer enters the coordinates of there star, galaxy, or nebula that she wants to observe and then presses a button and lets the computer figure it all out. These algorithms take into account the exact location of the observatory and the current time to figure out where those coordinates are in the sky and then translates that into signals which instruct the drive system how far north/east/south/west to move the telescope taking into account subtlties like the precession of the earth?s axis, atmospheric refraction, and even the slight flexure in the telescope tube as it swings around in the dome to precisely point a couple hundred ton machine to an accuracy akin to the thickness of a human hair seen from 20 meters away.

Now, declination is only one half of the puzzle. To locate a star in the sky you actually need two numbers. Declination tells you how far north or south that star will be. To figure out east and west, well, that sounds like a good topic for a later word of the week podcast?.

Radiohead debuts two new songs in Miami

Radiohead kicked off their 2012 world tour in Miami Monday night with a setlist heavy on recent material and oldies that fit in comfortably with the band's turn toward chilly, poly-rhythmic electronica. Along with two new non-album songs first performed last year, "Staircase" and "The Daily Mail," the band debuted two even newer tunes at the show, "Identikit" and "Cut a Hole."

"Identikit," which you can hear in the below clip, has the band continuing with the blend of cool electronic textures and delicate interlocking rhythms of last year's "The King of Limbs." Thom Yorke's vocal is just a bit warmer, though, particularly as he repeats the line "I don't want to know."

"Cut a Hole," like "Nude" before it, is the band's version of a slow jam, with Yorke pushing his voice to its most feminine extremes as the band mixes hazy ambience with skeletal, slo-mo funk.

In addition to playing new songs, Radiohead also dusted off the instrumental "OK Computer"-era rarity "Meeting in the Aisle," which they had never performed in concert until?Monday night.

Assessing the (Current) Recall Challengers' Public Speaking ...

As I write, there are three declared challengers to Gov. Walker, should there be (as there will be, really) a gubernatorial recall race. More will enter, but for now it?s Kathleen Falk, Hari Trevedi, and Kathleen Vinehout. I?ll consider their presentations at the challenger-friendly Fourth Annual Grassroots Fest Candidate Forum held February 18, 2012 in Mazomanie, Wisconsin.

Wisconsin has a long progressive tradition ? there?s more than one left-leaning forum like this during a year.

(Although he?s not a declared candidate, Assembly Minority Leader Peter Barca also spoke, and I?ll assess his presentation, too.)

Below I offer an assessment of each candidate?s presentation, how one should debate against that candidate, and how the candidate should adjust to that debating style.

I well-know that there may never be debates between Gov. Walker and a recall opponent. I?m not sure I would advise him to debate a challenger; depending on the opponent it may be unnecessary. Walker should only do those things that produce a net gain, or prevent an unacceptable net loss. If the Left decries Walker?s unwillingness to debate, but debating offers no net gain and declining offers no unacceptable net loss, then Walker?s better off not debating.

Because Wisconsin?s electorate is so divided, with each side having a solid and approximately equal base of diehard supporters, there simply aren?t a lot of voters to win over. Neither side need worry about the other side?s fury, absent the influence that fury might have on a much smaller number of persuadable voters.

In any event, I?m a libertarian (and member of the Libertarian Party) ? an assessment of these candidates comes without partisan support for either the Republican or Democratic parties. This critique is straightforward, and free of a party-line agenda.

Peter Barca, from 1:16 to 11:20 on the video.

Presentation. Smart, educated, professorial. It?s telling that Barca speaks to the audience on a computer monitor via Skype. (He speaks from a script, either memorized or written and hidden off-screen.) It?s not a conversational style; it?s a fast-paced speech delivered via a live video feed.

The medium says much about Barca. He?s savvy enough to use Skype, but speaking to activists this way, however unavoidable, only accentuates his lack of intimacy with an audience. He surely knows what to say, and has been ever-present with protesters over the last year, but he?s just not stirring. Barca would do better sitting across a table from an opponent than standing behind a lectern, where he would seem stiffer. (For a previous assessment of Barca, in-person, see On Occupy Whitewater, 11.17.11.)

How to Debate Barca. Speak a bit more slowly than he does, add a bit more informality than his own scripted or rehearsed style, and respond to him directly, point-by-point. Throw out a pithy and caustic remark now and again, to see if he might be baited into indignation. A bit of condescension toward Barca wouldn?t hurt ? emphasizing how his worry about dividing Wisconsin is flowery rhetoric that ignores the state?s dire plight.

How Barca Should Adjust His Presentation. Slow down, speak with the semblance of the extemporaneous, even if his remarks are prepared. Emphasize concrete statistics that show Wisconsin?s going in the wrong direction ? talk about divisiveness alone is too vague for uncertain but persuadable voters.

Kathleen Falk, from 11:35 to 20:42 on the video.

Presentation. Falk?s a well-educated, competent, attractive professional. She?s almost superfluously educated ? the moderator of the candidate forum flubs a recitation of Falk?s blue-chip education, as neither Stanford nor Harvard are common destinations for Wisconsinites. The UW system is the envy of many, and schooling outside Wisconsin is uncommon.

She?s attractive and positive, and moderate in her tone. Although Team Walker has and would depict her as an extreme liberal, she seems nothing of the kind. She?s not a strong speaker ? even in this audience of progressives, she hits some high notes, but mostly receives polite applause. Her cadence is off, and she doesn?t emphasize critical words or phrases when speaking.

That?s a real problem ? I?d guess she?s better in negotiations and across-the-table settings than on the stump.

There?s a discernible impediment in her speech that makes her seem older than she is. It?s harsh to say, but the third-party advertising she?d face in a head-to-head campaign against Gov. Walker will make harsh seem mild.

What awaits a Democrat? An opposing campaign committed to sucking the very air out of his or her lungs. There?s no mild, well-meaning way to respond to that no-holds-barred approach.

Her intellect is not in question ? her ability to deliver a passionate speech is. (It?s not that Walker?s a good speaker ? he?s not ? it?s that many on the left will expect their champion to be energetic and charismatic.)

How to Debate Falk. Engage the audience with epigrams and pithy remarks. Display vigor in contrast to her reserved style. She?s a woman of around sixty, and she seems her age. Pretty, but visibly older. Grapple with her remarks, disputing them directly, and thereafter cast her as someone of the past, of an old-line approach.

How Falk Should Adjust Her Presentation. She needs, but will not be able to acquire in time, a better speaking style. Her campaign should write punchier copy for her, have her deliver those remarks in controlled settings, make her campaign commercials sharp and pointed, and see that she dresses elegantly.

She?s not of a common background (she has to reach backward two generations to claim one). Traditionally, two generations? time is nothing, but it seems like forever to many people of this generation, who are struggling right now, as their parents are, too.

Her campaign team stumbled on the defensive over her union endorsements, and they?re not presenting her in the best light now. She?s the endorsed and established candidate of the left, and she should assume that role.

Despite so much organizational support, she?s a tepid candidate.

Hari Trevedi, from 21:20 to 26:50 on the video.

Presentation. He?s an unknown, independent candidate, well-meaning but lacking any rapport with the audience. Neither they nor many others have ever heard of him. He?s a physician, in a world where few physicians succeed in politics (Ron Paul being a notable exception). They don?t succeed because bedside manner isn?t a campaign style; reassuring a sick person is nothing like reassuring sick-and-tired voters.

How to Debate Trevedi. Be polite. Emphasize his lack of experience, and the oddly disconnected, somewhat airy theories he espouses. If Falk doesn?t seem grass-roots enough, Trevedi seems worse: like someone whose ideas for helping Wisconsin came straight from The Economist, or a wealthy, liberal columnist at the pages of Fortune.

How to Debate Vinehout. Sometimes the most formidable opponent is the best one to face ? a challenging debate makes for a fun time. Vinehout is formidable in her manner: confident, articulate, inspiring, light-hearted. She?d easily be the toughest of these four to face.

Gov. Walker would do poorly in a debate with Vinehout. He?s dour and she?s jovial. But the way to debate Vinehout is to match her style, and respond with a similar gusto and enthusiasm. If I were to pick one person to debate from among these four, she?d be the hardest ? and yet most fun ? to face.

How Vinehout Should Adjust Her Presentation. No need for major adjustments ? she?s comfortably familiar in appearance, and exceptional in delivery. There?s a slight hoarseness in her voice that suggests she would benefit from a lozenge to keep her throat from getting dry. Slight hoarseness, though, is not an impediment ? on the contrary, it suggests hard work and long hours.

I doubt the Democrats will pick Vinehout. But if they?re looking for an engaging speaker, Vinehout should at the top of their list.

News that the faster-than-light neutrinos that caused a sensation in September may have a mundane explanation ? a faulty cable connection ? comes as little surprise. There has never been a convincing physical explanation for the result.

In the weeks following the original announcement theoretical physicists wrote dozens of papers attempting to explain the results, many of which found their way to me. As an editor at the journal Physical Review Letters, my job is to consult experts in the field and ultimately decide which manuscripts to publish. I saw nothing to convince me that they had cracked it.

First, a quick refresher. The result came from the OPERA neutrino detector based at the Gran Sasso laboratory near L'Aquila, Italy. OPERA detected neutrinos fired from CERN, about 730 kilometres away in Geneva, Switzerland, and found they arrived 60 nanoseconds earlier than expected, implying they zipped along at one part in 40,000 faster than the speed of light.

This is as reassuring to a physicist as telling a mathematician, "I added 2 and 2 and got slightly more than 4". Physicist Jim Al-Khalili publicly offered to eat his boxer shorts if the results are proved correct.

The experiment was not conceptually difficult. It calculated the neutrinos' speed as you would do for any moving object: distance divided by time. However, the researchers had to precisely measure the neutrinos' path through the Earth and synchronise the clocks at each end to an accuracy of a few parts per million. It now seems they made an error, though we are awaiting confirmation.

Another possibility still worth considering is that the result is a statistical fluke. Data are sometimes described as "statistically significant" if they reach the 95 per cent confidence level. This is a disquietingly lax standard. It doesn't mean that there is a 95 per cent chance there is an effect. It means "supposing there is no effect, you will still get data showing one 5 per cent of the time". Do hundreds of trials and you will see many spurious effects, even at the 99 per cent confidence level. Quite a number of experiments have disagreed with the standard model of particle physics at the 99 per cent confidence level but have fizzled out after more data was taken.

However, the OPERA team claim a confidence level greater than 99.9999999 per cent. In other words you would have to do billions of trials in order to expect to get this result by chance.

So why were physicists underwear-eating-sure that there must be a mundane explanation? Because, when it comes to data that conflicts with established theory, we tend to be Bayesians ? we take our prior confidence in the established theory into account. As Andrew Pontzen of the University of Cambridge and Hiranya Peiris of University College London wrote in New Scientist in 2010: "Bayesian statistics shows us that the anomalies in the data are insufficient on their own to motivate drastic revision." We also need a plausible theory.

Sure enough, the theories soon started rolling in. In the first few weeks after the announcement, physicists produced more than a paper a day on the subject. Many put forward new models explaining how neutrinos could travel faster than light. The rest either tried to find flaws in the experimental techniques or pointed out constraints which rule out most of the new models.

Many of these papers were submitted to Physical Review Letters. Thus far we have received over 50 papers and published just three, all in the last category (Physical Review Letters, vol 107, p 181803, p 241802 and p 251801).

All reach the same conclusion: models which explain the result by breaking relativity are ruled out. It doesn't matter how you do it, if you break relativity, your idea is a goner.

How so? The paper by Andrew Cohen of Boston University and his Nobel laureate colleague Sheldon Glashow (vol 107, p 181803) is the easiest to explain. Imagine an aeroplane going faster than the speed of sound. It creates a shockwave of air which you hear as a sonic boom, and which carries energy away. An analogous thing happens to a particle going faster than the speed of light: it loses energy via a shockwave of particles. And yet the OPERA neutrinos arrived with no energy lost. So there was no shockwave and thus no faster-than-light travel.

Whenever a paper proposing a new model arrived on my desk, I would ask the authors to explain how they circumvented this constraint. None did so convincingly.

So even before the faulty-cable-connection news, boxer-betting Bayesians were resting easy. Now, they are likely to move on to something else.

William Hall, a former Army colonel and Purple Heart recipient, signed up for a long-term care policy in 1996 with a company since taken over by SHIP. Hall, now 87, was determined to protect his family?s resources in case he ever had to receive home health care or enter a facility for an extended period of time.

In 2010, his fears were realized when he twice broke his hip and required personal caregivers to come to his home and help him with day-to-day activities. His policies indicated that the costs would be covered by his insurance agency. However, when Hall tried to claim his benefits, he was inundated with bizarre requirements and obstacles that were never part of the policy, according to the lawsuit.

?I think it?s a complete scam,? says Harvey Rosenfield, founder of Consumer Watchdog and one of the attorneys in the lawsuit. ?It?s very clear to us that this company is preying on the elderly.?

The Most Vulnerable

Among the steps that SHIP took to avoid paying Hall?s claims, according to the lawsuit:

  • Requiring certification for home caregivers, which is the opposite of what the policy stated.
  • Requiring patients to take ?daily visit notes? with the caregiver, which was not listed on the policy.
  • Requiring patients to fill out a flood of paperwork, over and over again
  • Requiring that Hall be examined by a SHIP physician, contrary to policy

Attorney Harvey Rosenfield

Hall is seeking damages on his own behalf, as well as an order on a class basis with all policy holders to force SHIP to reform its policies. Rosenfield says he?s already heard from others who say SHIP acted in the same manner toward them and their loved ones.

?This is one of those situations where a large insurance company is targeting the most vulnerable in our society; the people least able to defend themselves,? the attorney says.

The insurance company denies the assertions. ?SHIP focuses on ensuring that eligible claims are paid in accordance with the policy contracts that its customers have purchased, and operates without profit motive,? a company spokesperson said in a statement. ?SHIP?s sole mission is to pay eligible claims accurately and timely, and has established a very strong record of compliance.?

The company is owned by a trust created by the Pennsylvania Department of Insurance and claims to operate without a corporate profit motive.

Insurers Under Fire

With the baby boom generation getting older by the day, more and more Americans are faced with the bleak prospect of ending up infirm and incapacitated in their waning years, beyond the ability of friends and relatives to care for. The country has a vast network of long-term care options and facilities to accommodate such situations, but costs can be prohibitive, running thousands of dollars or more per month. Fortunately, there?s insurance available to offset the cost, but how do you know you?re getting a square deal from your insurance company?

This isn?t the first time a long-term care insurer has come under fire. A New York Times story from 2007 details abuses by companies following procedures designed to deny claims to seniors who thought they were covered.

However, the bad publicity of a few bad actors doesn?t mean that long-term insurance is something that should be avoided. On the contrary, it can provide peace of mind and protect a family?s finances in the event that long-term care becomes a necessity. Sheep in Wolf-Rayet's clothing: New image of planetary nebula Hen 3-1333

ScienceDaily (Feb. 20, 2012) ? It's well known that the universe is changeable: even the stars that appear static and predictable every night are subject to change.

A new image from the NASA Hubble Space Telescope shows planetary nebula Hen 3-1333. Planetary nebulae have nothing to do with planets -- they actually represent the death throes of mid-sized stars like the sun. As they puff out their outer layers, large, irregular globes of glowing gas expand around them, which appeared planet-like through the small telescopes that were used by their first discoverers.

The star at the heart of Hen 3-1333 is thought to have a mass of around 60% that of the sun, but unlike the sun, its apparent brightness varies substantially over time. Astronomers believe this variability is caused by a disc of dust which lies almost edge-on when viewed from Earth, which periodically obscures the star.

It is a Wolf-Rayet-type star -- a late stage in the evolution of sun-sized stars. These are named after (and share many observational characteristics with) Wolf-Rayet stars, which are much larger. Why the similarity? Both Wolf-Rayet and Wolf-Rayet type stars are hot and bright because their helium cores are exposed: the former because of the strong stellar winds characteristic of these stars; the latter because the outer layers of the stars have been puffed away as the star runs low on fuel.

The exposed helium core, rich with heavier elements, means that the surfaces of these stars are far hotter than the sun, typically 25,000 to 50,000 degrees Celsius (45,030 to 90,030 Fahrenheit). The sun has a comparatively chilly surface temperature of just 5,500 degrees Celsius (9,932 Fahrenheit).

So while they are dramatically smaller in size, the Wolf-Rayet type stars such as the one at the core of Hen 3-1333 effectively mimic the appearance of their much bigger and more energetic namesakes: they are sheep in Wolf-Rayet clothing.
